Why is tech 1 AA completely useless?

The title says it all.  Why is it that literally a dozen or even more tech 1 mobile AA pieces can easily take several minutes to take down a single bomber?  This is not even the worst case; they are literally completely useless against tech 1 interceptors.  While a few tech 1 AA pieces admittedly should not be much of a defense against bombers, a whole swarm of them should be able to do something.  As it stands right now, they are totally useless, and tech 1 AA towers are not that much better.

As you might imagine from the tone of the previous paragraph, I just lost a game where literally 2 or 3 enemy bombers at a time were able to attack my commander with absolute impunity, despite my 8 or 10 tech 1 mobile AA pieces.  While I admit I dropped the ball in letting my opponent gain fighter superiority, it is just obscene that the only thing that is any use at all against bombers at tech 1 is interceptors.

    Yeah, gotta go Cybran. This is why Aeon aren’t as invincible as people make them out to be. Expect all the pros to make a mass exodus to this race in the next few weeks.

    Every so often I play the Cybran, and I’m just left astounded at how effective their tech 1 AA works. It actually fires homing missiles! It’s almost overpowered. It certainly feels “cheap” after playing as UEF and Aeon, who have crappy AA that can’t hit the side of a barn and only get homing AA at tech level 3. Cybran having homing AA at tech level 1 is just … utterly sweet for the Cybran player, let’s put it that way. They definitely are the counter to anyone trying an early bomber rush.
